Aircraft facilities: Aircraft fuel stowage was 1 180 900 l. There was 1 heavy crane for handling seaplanes.

Ship project history: In 1941 Navy has ordered some more seaplane tenders in hulls of standard transports of C3-S type. They were purchased by Navy already after launching and converted while outfitted afloat. The aviation deck for seaplane maintenance was arranged aft from superstructure and lifted on one level over a cargo deck. The crane for aircraft handling was placed on stern. Cargo holds were arranged for storage of various aviation equipment and stock of an aviation fuel.

 Seven ships of Kenneth Whiting class would been built in modified C3-S-A1 type dry cargo carrier hulls.
