Ship project history: Built under drawings of French torpedo boat Cyclone: first 4 in France, remaining under licence in Japan. 4 French-built boats were re-assembled in Japan in 1900-1901. Built under 1896-97 and 1897-98 programs.

Modernizations: None.

Naval service: First Kiji wrecked 31/3/1904 in southern part of Tsushima Strait.
